COS-2

Application for Certificate of Registration for import of cosmetics into India is submitted under COS-1.

For a cosmetic product to be approved in India, whether manufactured in India or imported into India, it must comply with the standards, limits, and acceptable limits prescribed in the Drugs and Cosmetics Act and the Bureau of Indian Standards.

Registration under the Legal Metrology (PACKAGED COMMODITIES) Rules 2011

Cosmetic products are Packaged Commodities, therefore they are also regulated under the Legal Metrology (PACKAGED COMMODITIES) Rules 2011. Cosmetic products will also need certification by the Director or Controller Legal Metrology New Delhi


Cosmetics Registered and Manufactured in India

Cosmetics Manufactured in India are regulated by State Licensing Authorities (SLA) across all States/UT of India respectively.

The respective SLAs have granted licenses and registrations for the manufacturing of cosmetics and the renewal of manufacturing licenses for cosmetic products under the Drugs & Cosmetics Act 1940 for decades.
